Is this the whole rebuild kit or just the diaphragm?

Diaphragm only -- Zurn also sells this same fit as a "-RK" Rebuild Kit (diaphragm plus vacuum-breaker kit, handle kit and tailpiece O-ring) if you need the complete rebuild.
