What pressure is it set to out of the box?

112-600XLHR ships factory set at 85 psi. The adjustable reduced-pressure range is 75 to 125 psi, so you can dial the outlet anywhere in that band on site with the adjusting bolt - loosen the locknut, turn to raise or lower pressure, retighten and verify with a downstream gauge.

Does it include a strainer?

Yes - 112-600XLHR has an integral strainer built into the body, so a separate inline strainer ahead of it is not required. It is accessible for cleaning without removing the valve from the line.

Does it have a built-in bypass for thermal expansion, or do I still need an expansion tank?

112-600XLHR includes an integral thermal-expansion bypass that relieves excess downstream pressure back toward the supply when street pressure is lower. It is not a substitute for a properly sized expansion tank where your local code requires one - the bypass only relieves back to the street when street pressure is lower than the closed-system pressure.
