The Watts RFD-32x125-1 is a tubing.

This 32 MM x 125 MM OD R-Flex dual insulated pex pipe is used for hydronic heating, snow melting, supply and return piping. It consists of an internal fluid channel made of cross-linked SDR-11 PEX barrier pipe with a core PE foam insulation layer and an outer double layered corrugated shell casing. It is manufactured with an integral oxygen layer that prevents any oxygen diffusion through the pipe wall.
